Ensley Township Planning Commission Meeting Minutes

March 24, 2008

Meeting called to order at 8 o’clock by Chairman Phil Starr.

Pledge of Allegiance recited.

Members present: Phil Starr, Ron Bell, Matt Bonzo, Robert Buckowing and John Vander Meulen.

Members absent: Ralph Palmer and Keith Bouwkamp.

Guest:  Bob Hall-Zoning Administrator and eleven residents.

Phil explained the importance of residents input for the Master Plan.  He then presented the speaker, Ryan Coffee, the Land Use Educator from Michigan State University Extension.

Mr. Coffee talked about the loss of farm land and the increase of population.  He discussed ways to have developments and preserve rural charm. 

One of the ways to preserve farmland was using “Conservative Design.”  This is where 50% of the parcel (with deed restrictions) is open space.  It uses cluster development and preserves the natural resources. 

Another way is using “Exclusive Agriculture Zone.”  With this plan, the soil is tested to find the best soil for farming and those areas are designated on a map.  This plan is most effective and can be changed.  The negative of this is that it is restrictive.  It has a maximum number of splits on larger parcels and it keeps a large portion in agriculture.

When Mr. Coffee finished his presentation, Mr. Starr asked for comments from the audience.  

                Fred Patin asked if the State or Federal Government was purchasing development rights.  Coffee explained that this is state funded – but very expensive and the money was a big obstacle.

                Gary Butler commented that if nothing is done in 30 years from now people will be sorry because there won’t be many farms and what farmers there are will get sued if they put manure on their fields. 

                Lyle Hawkins stated the woods have agriculture value also.

Phil Starr stated that no decision would be make quickly.  He thanked everyone for coming and the meeting adjourned at 9:20PM.
