The regular meeting of
the Ensley Township Board was called to order at 8:00 P.M. by
Supervisor Bergman. The meeting was opened with the Pledge of
Allegiance to the Flag and a prayer. Board members present were
Richard Bergman, Cynthia Harwood, John Patin and John VanderMeulen.
Fred Folkema sat in as deputy treasurer. There were 15 guests.
The minutes of March 2,
2004 were approved without objection
Treasurer’s Report:
General $277,785.18
Checking 3,374.12
Roads 133,680.10
CD #1 general 30,000.00
Total $444,839.40
Receipts #3667-3690 were
used totaling $119,921.89.
The treasurer’s report
was approved without objection.
Police Report: Office
Stabile had 15 complaints, 4 citations, 12 warnings, 7 property
checks, 1 traffic accident 2 paper services and was assisted by other
patrols 2 times.
Building Inspector
Report: There were two building permits and one electrical permit
issued this month.
Zoning Administrator
Report: Evens had no zoning compliances for the month. He read a
letter questioning if a garage was on the tax roll that is located
near Frey Lake. There was a motion by Patin, supported by
VanderMeulen to allow Evens to attend an MTA, Zoning Adm. Seminar.
All Ayes. Motion carried.
Planning Commission
Report: They discussed the Master Plan. They have enough people to
work on it. There was a motion by VanderMeulen to have them get
started on a survey. Harwood supported this. All ayes. Motion
carried.
Public Comment: 8:15PM
There was a question on the property line.
New Business:
1.
Amend Budget: There was a resolution offered by
VanderMeulen, supported by Patin to amend the 2003-2004 budget as
follows: add $7,600.00 to Township Board-Attorney from the Township
Hall-Repairs & Maintenance. Add $200.00 each to Treasurer-supplies
and transportation from Fire Barn-Repairs and Maintenance; add
$11,707.30 to Appropriation Transfers Out from Township Hall-Repairs
and Maintenance. The road fund had $49,360.75 transferred from the
General Fund-Fund Balance. The Building Inspection Fund had $991.10
transferred from the Building Inspection-Wages to the Electrical
Inspection-Wages. There was a roll call vote: Bergman, Patin,
VanderMeulen and Harwood all voted aye. Resolution passed.
2.
Adopt 2004-2005 Budget: There was a motion by Harwood,
supported by VanderMeulen to adopt the budget. Roll call vote. All
members voted aye. Motion passed.
3.
Mowing Contract: There was a motion by Patin, supported by
VanderMeulen to award the contract to RCW Services pending his
insurance. All ayes. Motion carried.
4.
Fire Contract: There was a motion by Patin, supported by
VanderMeulen to accept the fire contract and not send it to the
attorney this year. All ayes. Motion carried.
5.
Civil Infraction-BOCA violation: The Building Inspector has
had problems with people who move into homes without an occupancy
permit. He would like to have civil infractions for the BOCA Coda
violations. There was a motion by VanderMeulen; supported by Harwood
to have the attorney draw up paperwork so the BOCA Code violations
could be covered by civil infractions. All ayes. Motion carried.
Old Business:
1.
Halliday Sand & Gravel: The extension request that was
granted last month to Halliday had a fee of $300.00 that has already
been paid.
2.
Ensley Sand & Gravel: Settlement agreement was reached and
the fees have been paid. They will have the reclamation plan in to us
next week. This is to be done by May 15.
3.
Planning Commission Appointment: Ron Bell would like to be
appointed. There was a motion by Bergman, supported by Patin to
appoint Ron Bell. All ayes. Motion carried.
4.
Forest Project: There is a meeting April 8 at 8:00 PM.
Everyone is welcome to attend.
Evens requested to
purchase Apex Drawing Program for Assessor. Bergman made a motion to
purchase the program. Harwood supported this. All ayes. Motion
carried. VanderMeulen questioned a survey on the Forest Project.
Bergman suggested going to the land description first.
Bills: Checks
#9226-9256 were used totaling $44,871.54. General Operating Fund
$43,826.10 and Building Inspection Fund $1,045.44. Motion to pay
bills by Patin, supported by VanderMeulen. All ayes, motion carried.
Arlan Jackson, Newaygo
County Treasurer introduced himself and spoke of his accomplishments,
as he is running for re-election.
Geoffrey Hansen –
Republican Candidate for State Representative campaigned for that
position.

Correspondence: The
County is looking for volunteers for its comprehensive master plan.
