The regular meeting of
Ensley Township Board was called to order at 8:00 PM by Clerk
Harwood. The meeting was opened with the Pledge of Allegiance to the
Flag and Prayer. Board members present were Cynthia Harwood, Faye
Folkema, John Patin, and John VanderMeulen. Richard Bergman was
absent.
There was a motion to
have John VanderMeulen chair the meeting by Folkema, supported by
Patin. All ayes. Motion carried.
The minutes of July 6,
2004 had the notations added of a question of when Cottonwood would be
reconstructed and there was a question of having the unapproved
minutes put on the website. There was a motion by Folkema, supported
by Patin to approve the minutes. All ayes. Motion carried.

There was a motion by
Folkema, supported by Harwood to accept the treasurer’s report. All
ayes. Motion carried. Folkema noted that the checks had been
disbursed for the escrow interest. Road CD#2 is due 8/11/2004. There
was a motion by Folkema, supported by Patin to renew the CD for thirty
(30) days. All ayes. Motion carried.
Building Inspector:
Boluyt had 11 building permits and 2 electrical permits.
Police Report: Stabile
patrolled 50 hours last month. There were 13 complaints, 1 arrest, 6
citations, 20 warnings, 5 property checks, 1 accident, and he was
assisted by other patrols 1 time.
Zoning Report: Evens
had 10 zoning compliances and he wrote 4 violation citations.
Planning Commission:
The McKay permit was denied. The public hearing for Eckelstaffer was
held. Due to the fact that they were not in attendance at the
hearing, the final decision for their home was delayed until next
month. Dangerous Building Ordinance will be reviewed.
Election Report: There
were 390 voters or 23% of the registered voters at the Primary
Election. Voters seemed to like the extra space of having the voting
at the fire barn.

Old Business:
1.
Plaster Repair: Boluyt should have something next month.
2.
Lot Line – Church: There has been no new letter received
from the Baptist Church. The land behind the hall has not been
transferred yet.
New Business:
1.
Manulife Retirement Age: There was a motion by VanderMeulen,
supported by Patin to lower the age from 65 to 60 for retirement. All
ayes. Motion carried.
Bills: Checks #
9359-9410 were used totaling $20,300.92. General Operating Fund
$18,246.59, which includes $3,652.96 escrow, and Building Inspection
Fund $2,054.33. There was a motion by Folkema, supported by Harwood
to pay the bills. All ayes. Motion carried.
Correspondence:
VanderMeulen suggested that we send a letter to the Solon Center
Wesleyan Church and state that permission was not given to use the
township property. They may park in the lot but not on the lawn when
having their yard sale.
MTA stated to Folkema
that the current minutes may be put on the web as unapproved. Motion
by Harwood, supported by Folkema to put minutes on web listed as
unofficial. All ayes. Motion carried.
The Charter Franchise
extension was approved until 12/31/04.
Public Comment: There
was a question as to when the gravel roads would be graded, as they
are very rough. Stabile was asked if the child alert would go out on
city watch.
Motion to adjourn at
