The regular meeting of the Ensley Township Board was
called to order by Supervisor Bergman at 8:00 PM. The
meeting was opened with the Pledge of Allegiance to the
flag and a prayer. Board members present were Richard
Bergman, Cynthia Harwood, Faye Folkema, Steve Knox, and
John VanderMeulen. There were 16 guests.
Minutes of Previous Meeting:
The minutes were approved without objection.
Treasurer’s Report:
General $242,510.72
Checking 3,353.99

CD#1 General 30,000.00
CD#2 Roads 80,000.00
Total 451,470.33
Receipts # 3993-4014 were used totaling $37,999.36. The
treasurer’s report was approved without objection.
Police Report:
Deputy Delia had 35 patrol hours within Ensley for the
month of July. He had 13 complaints, 1 citation, 1
warning, and 10 property checks.
Building Inspector:
There were five building permits and three electrical
permits for the month.
Zoning Administrator:
There were six zoning compliances and two land
divisions. Verduin met with the social worker
concerning Gillespie. Both trailers need to be
removed. The trash piles must be removed along with
metal. There have been complaints from neighbors about
goats wandering the neighborhood. She would like a
letter from the township on how to get the slab in
compliance.
The County Health Dept. needs a letter from the township
to have them check the Dean trailer on 104th
Street to see if it is safe to live in. There was a
motion by Folkema, supported by Knox to send a letter to
Health Dept. to inspect the trailer. All ayes. Motion
carried. Evens and Verduin are to send a letter.
Master Plan Committee:
They have finished with reviewing the old survey and are
adding things to the new survey. They have recommended
to the board not to replace Cindy LaBelle.
Planning Commission:
They will be having a public hearing on a dog kennel and
civil infractions at their next meeting. An MSU guest
was at their meeting speaking about land use. A speaker
for LSL and Conservation Zoning & Design will be at
their next meeting.
Park Committee:
A letter was received from the Baptist Lake Property
Owners Association. The park committee and Deputy
Delia, DNR Officer Wells, a marine patrol officer and
the community policing officer met at the park to solve
the issues. The weed control will not be contributed
to. The restroom facilities will be pumped two times a
week instead on only one. Our deputy will contact the
commercial diving school to discuss ways to work with
the divers. The signage is adequate according to the
deputies. The deputies are working on the problems and
vandalism around the lake.
County Commissioner:
He was not in attendance.

Unfinished Business:
1.
Board of Appeals Appointments:
Bergman recommended David Crowe be appointed for one
year, Rex Hyrns for two years, Bill Greenhoe for three
years, Rick Fish as Planning Commission representative
and Steve Knox as Board Representative. There was a
notion by Harwood, supported by Folkema to appoint these
people to serve. All ayes. Motion carried. There was
a motion by Knox, supported by VanderMeulen to have a
meeting on August 23, 2005 at 8:00 PM; second choice
would be the fourth Tuesday in September if a majority
of the people cannot be there.
2.
Construction Board of Appeals Appointment:
The Construction Board of Appeals, which are all
two-year terms, are Daniel Fisk, Mahlon Ellick, Bill
Gould Jr., Ray Andrus and Brian hart. Bergman
recommended these people for another term. There was a
motion by Folkema, supported by Harwood to follow the
recommendation. All ayes. Motion carried.
3.
Crandall Cemetery Bids:
There were two bids for the well:
Larry Denton Well Drilling $4,600.00
Denton Boys $4,821.00
Mr. Fish stated that he thought cleaning the screens
would take care of the problem. For $850.00 he could
clean the screen. If this did not work, a new well
would be needed and he would not charge us the for
screen work. He is low bid, so he would just go ahead
with the new well.
There were two bids for the

Electric $951.09 plus
trenching
There was a motion by Folkema, supported by Knox, to
turn the well and electrical bids
over to the Cemetery Committee for a recommendation for
next month. They also need to consider having the
screen cleaned for $850.00 by Mr. Fish. All ayes.

New
Business:
1.
B & T License:
Mr. Woodard brought a letter to Evens for a new license
from the State. It mentioned complying with the
zoning. According to the zoning ordinance of June 26,
1985 (He started his business in 1995) he should comply
with Section 4.7 TRAFFIC VISIBILITY AND CORNER
CLEARANCE. The Road Commission and State police were
contacted. The State Police will make a report within
the next four to six weeks. There was a motion by
Bergman, supported by Knox that we look at this again
next month. All ayes. Motion carried.
2.
Newsletter:
If anyone has anything to put in the newsletter, they
need to get it to Bergman or Harwood.
Bills:
Checks #9771-9809 were used totaling $29,818.09. There
was $28,895.14 from the general fund and $922.95 from
the building inspection fund. D&B Brine bills are to be
sent to the County Road Commission for reimbursement.
There was a motion by Folkema, supported by Knox to pay
the bills. All ayes. Motion carried.
Correspondence:
Public Comment:
9:30 PM-9:35 PM. There was discussion about people
parking in the township yard and driving across the
yard. There was a motion by VanderMeulen, supported by
Knox to put corner markers on the property corners. All
ayes. Motion carried. Yard sale people should park on
the gravel parking area.

There was a motion by Bergman, supported by Folkema to
