Ensley Township Board Meeting

Minutes of December 5, 2006

 
 

The regular meeting of the Ensley Township Board was called to order by Clerk Harwood at 8:00 PM.  The meeting was opened with the Pledge of Allegiance to the flag and a prayer.  Board members present were Cynthia Harwood, Faye Folkema, Steve Knox, and John VanderMeulen.  Supervisor Richard Bergman passed away on Sunday, December 3, 2006, his deputy, Tim Bergman was present.  There were 15 guests.

In the absence of the supervisor, there was a motion by Harwood/Folkema to have Knox act as chairperson.  All affirmed.

Minutes of Previous Meeting:  The minutes were approved without objection.

Treasurer’s Report: 

            General                         $221,167.81

            Checking                            4,991.99

            Roads                              49,733.44

            CD#1 General                   30,000.00

            Total                               305,893.24

Receipts # 4361-4374 were used totaling $37,614.70.  There was a motion by Harwood/VanderMeulen to approve the treasurer’s report.  All ayes.  Motion carried.

Building Inspector:  There were three building permits and two electrical permits for the month. 

Planning Commission:  They reviewed the analysis of the master plan survey.  Phil Starr presented the Annual Report of the Planning Commission.

Zoning Administrator:   Mr. Hall sold two zoning compliances. 

County Commissioner:  Mr. Powell reported that this is the slow time of year and they are not doing a lot right now.

Public Comment:  8:30-8:34 p.m.

Unfinished Business:

1.       Internet Tower:   The site survey from the top of the fire barn was not good.   Casair is still putting a packet together for a tower.  They will get back with us next month.  DSL is not in the area for the town hall.

2.   Board Appointments:  T. Bergman recommended the same two Planning Commission members be reappointed.  There was a motion by Harwood/VanderMeulen to appoint Bell and Bouwkamp for 3 years.  All affirmed.  There was a motion by Knox/VanderMeulen to appoint Joel Starr, Jim Dunn, and Fred Folkema to the Board of Review.  Folkema abstained.  Knox, Harwood and VanderMeulen affirmed. There was a motion to reappoint Rex Hyrns for the ZBA by Harwood/VanderMeulen.  All affirmed.  There was a motion by Knox/Harwood to reappoint all the members of the Construction Board of Appeals for two years.  All ayes.  Motion carried.

New Business:

1.         Ordinance Printing:   The board was given copies of the ordinance to proofread.  They are to come back next month and make comments about any spelling or grammatical errors found.  Copies will be made for the Board, Planning Commission and ZBA so all are the same.

2.         Amend Budget:  Harwood recommended amending the General Fund by adding $800.00 to Township Park-Repairs & Maintenance, adding $1,500.00 to Cemetery, and adding $1,400.00 to Roads & Highways – Brine.  She recommended subtracting $3,700.00 from Public Safety to cover the changes.  The Building Inspection Fund also needed $4,000.00 to Wages of Building Inspections, and this amount came from the fund balance.  There was a motion by Folkema/VanderMeulen to amend the budget per the recommendations.  Roll call vote.  All ayes.  Motion passed.

3.         Supervisor Position:  There was a motion by Folkema/VanderMeulen to have a special meeting to handle the appointment of a new supervisor on Saturday, December 9, 2006 at 10:00 AM.  All affirmed.

Bills:  Checks #10375-10396 were used totaling $9,520.00.  There was $8,781.25 from the general fund and $738.75 from the building inspection fund.  There was a motion by Folkema/Knox to pay the bills.  All ayes.  Motion carried.  There was a motion by VanderMeulen/Knox to have Overhead Door fix the fire barn door if it has not done by Environmental Door.  All affirmed.

Public Comment:  9:05 to 9:12 PM.  Mahlon Ellick is the official flag person. 

Adjourn:  There was a motion at 9:12PM.
