Ensley Township Board Meeting

Minutes of February 6, 2007

 
 

Supervisor Knox called the regular meeting of the Ensley Township Board to order at 8:00 PM.  The meeting was opened with the Pledge of Allegiance to the Flag and a Prayer.  Board members present were Steve Knox, Cynthia Harwood, Faye Folkema, John VanderMeulen and JoAnn VandenBerg.  There were seven guests.

Minutes of Previous Meeting:  There was a motion to approve the minutes of January 2, 2007 by VanderMeulen/VandenBerg.  Motion passed.  There was a motion by Folkema/VanderMeulen to approve the minutes of the special meeting of January 8, 2007.  Motion passed.

Treasurers Report: 

            General                         $265,728.81

            CD #1 General                  30,000.00

            Checking                            1,627.24

            Roads                             140,013.79

            Total                            $437,369.84

Receipts #4402-4434 were used totaling $117,747.58.  VandenBerg\VanderMeulen made the motion to accept the treasurer’s report.  All affirmed.  Motion carried.

Building Inspector:   There were no building permits and one electrical permit.

Zoning Administrator:  Bob Hall has been working to get the gravel pits in compliance.  He has also worked to get violations cleaned up.

Police Report:  There were nine complaints, eight citations, seventeen warnings, six property checks, and two traffic accidents.

County Commissioner Report:  Powell was not present.

Zoning Board of Appeals:  They met and tentatively approved the request of the applicant

Public Comment:  8:28-8:33

Unfinished Business: 

1.    Internet Tower:  There is no new information

New Business

1.    Ordinance Printing:  The Zoning Administrator would like to wait for the updates to be added.

2.    ZBA Escrow:  It might be better if this escrow was a fee instead.  The ZA could ask for an escrow if he felt it was needed.  This will be discussed next month.

3.    Mowing Bids:  This will be advertised in the River Valley.

4.    Meeting Dates:  Clerk read the dates:  April 3, May 1, June 5, July 3, August 7, September 4, October 2, November 6, December 4, January 8, 2008, February 5, and March 4 with the annual meeting on March 29, 2008.  There was a motion to approve these dates by Folkema/VanderMeulen.  All affirmed.

5.    Salary Resolution:  Clerk read Resolution 2007-1.  Motion to approve by VanderMeulen/VandenBerg.  Roll call vote was taken.  All affirmed.

6.    Freedom of Information Request Sheet:  There was a motion to approve the sheet as presented by Folkema/Harwood.  Roll call vote.  All affirmed.

7.    Board of Review Pay:  There was a motion by Harwood/Knox to pay the members a per diem in December & July and hourly in March.  All ayes.  Motion carried.

8.    Assessor’s contract:  The contract was updated to reflect the re-appraisals and it is now for three (3) years.  Motion by Folkema/VanderMeulen to accept the new contract between Jason R. Rosenzweig and Ensley Township.  All affirmed.

9.    Township Clean-Up Days:  There was a motion to have the clerk sign the contract and return it to J & S.  All affirmed.  Clerk to check with Ensley Baptist Church for use of the parking lot.

10.  Road Projects:  Work on Elm will continue this next summer.  Knox will check on costs.

11.  Summer Tax Collection:  There was a motion by Folkema/Harwood to send a letter to Cedar Springs School District, Kent Intermediate School District, and Grand Rapids Community college that we do not collect summer taxes.  All approved.

12.  Wild & Vicious Animal Ordinance:  The Zoning Administrator received the working to make the ordinance enforceable with civil infractions.  There was a motion by VandenBerg/VanderMeulen to adopt the ordinance.  Roll call vote:  All affirmed.

13.  Copy Machine:  Folkema and Harwood will check into replacing our current machine.

Bills:  Checks #10422-10453 were used totaling $22,657.64.  General Operating Fund was $11,987.17 (Escrow was $994.48 with $334.48 from VanKampen and $600.00 from Clapp escrow),$10,332.81 from the Road Fund and $337.66 from the Building Inspection Fund.  There was a motion by Harwood/Folkema to pay the bills.  All ayes.  Motion carried.

Correspondence:  There was a motion to pay mileage and registration for VandenBerg to go to the Muskegon Educational Seminar.  All affirmed.
