Ensley Township Board Meeting

Minutes of  January 6, 2003

 
 

The regular meeting of the Ensley Township Board was called to order at 8:00 P.M. by Supervisor Bergman.  The meeting was opened with the Pledge of Allegiance to the Flag and a prayer.  Board members present were Richard Bergman, Cynthia Harwood, Faye Folkema, John Patin and John VanderMeulen.  There were 12 guests.

The minutes of the special meeting of December 29, 2003 were approved without objection.  The minutes of the regular meeting of December 2, 2003 were approved without objection.

Treasurer’s Report:

            General            $207,714.70

            Checking                1,098.24

            Roads                  48,071.73

            CD #1 general     30,000.00   

            Total                $286,884.67

Receipts #3575-3601 were used totaling $19,044.29.

The treasurer’s report was approved without objection. 

There was a motion by Folkema to send a letter to Cedar Springs Public Schools, Grand Rapids Community College, and Kent Intermediate School District stating that we do not collect summer taxes.

Police Report:  Officer Stabile had 55 patrol hours.  There were 8 complaints, 1 arrest, 2 citations, 6 warnings, 8 property checks, 1 traffic accident and he was assisted by 1 other patrol.  There were no major incidents within the township.

Building Inspector Report:  There were seven building permits and three electrical permits issued. 

For the year, there were 91 building permits and 59 electrical permits.

Zoning Administrator Report:  Evens had three land splits and nine zoning compliances.  There was a motion by VanderMeulen, supported by Harwood to purchase a color printer with a cost of no more that $250.00.  All ayes.  Motion carried.

Public Comment:  None.

Old Business:

1.      Sand Lake Public Library:  There was a presentation by head librarian-Glenda Middleton.  The purpose of the presentation was to solicit donations for a new library.

2.      Property Line:  The property line between the township and Ellick needs to be looked at by the board members for discussion next month.

3.      Budget Projects:  Anything we need to have put in the budget that is special needs to be ready for the Budget Workshop on January 19, 2004 at 6:00 PM.

4.      Internet:  Verduin would like to get a new host for the Internet web site.  There was a motion by Harwood to renew the domain name for five years with WMIS.  VanderMeulen supported this.  Patin abstained.  All ayes.  Motion carried.  There was a motion by Bergman, supported by Harwood to use WMIS for hosting, internet - entire package. Patin abstained.  Four ayes.  Motion carried.

5.      Board of Review-Charge Back:  Folkema explained that the county is billing the township from the July 2002 Board of Review and Homestead changes.  There was a motion by Folkema, supported by Harwood to send $260.50 to the county, broken out into operating and road money.  All ayes.  Motion carried.

6.      Forest Project:  Don Lehnert-Chairperson of the Forest Project feels the forest is in need of having the trees harvested.  There are 110 trees marked that are 18 inches or larger in diameter.  Lehnert is requesting that the board put this out for bids.  He would also like the tops of the trees chipped to make a walkway.  Guy Azure is willing to sell a portion of his land to the township as it is a swamp and it would add to the park.  The Board needs to find out if it is legal to sell the logs as they belong to the people of the township. 

New Business:

1.      Road Projects:  2004 road projects were discussed and the board will make the decision next month. 

Bills:  Checks 9136-9162 were used totaling $10,333.18.  General Operating Fund $9,068.15, and Building Inspection Fund $1,265.03.  Folkema made a motion to pay the bills.  VanderMeulen supported this.  All ayes.  Motion carried.

Correspondence:   Law Weathers & Richardson sent notification that depositions would be taken at the hall on January 13 & 14 of the defendants.  Depositions will also be taken on January 27 & 28.  They will notify anyone who needs to be present.

Motion to adjourn at 9:50 PM by Patin, supported by VanderMeulen.
