Ensley Township Board Meeting

Minutes of July 7, 2009

 
 

The regular meeting of the Ensley Township Board was called to order at 8:00 PM by Supervisor Starr.  The meeting was opened with the Pledge of Allegiance to the Flag and a Prayer.  Board members present were Phillip Starr, Cynthia Harwood, Faye Folkema, Brenda Bird, and John VanderMeulen.  There were fifteen guests in attendance.

Minutes of Previous Meetings: There was a motion by Bird/VanderMeulen to approve the Minutes of June 2 and June 8, 2009.  All Affirmed.

Treasurers Report: 

Starr read the auditor’s report and commented that the treasurer and clerk did a good job.

            General                         $286,991.24

CD #1 General                  30,000.00

            Checking                             1,672.64

            Roads                              265,717.83

            Total                             $584,381.71

Receipts #5108-5127 were used totaling $29,192.20.  There was a motion by Harwood/Bird to accept the treasurer’s report.  All affirmed.   

Public Comment:  8:05 PM None.  Laurie Breuker was there for her annual visit.

Unfinished Business: 

1.      Crandall Cemetery Driveway Bids:   Three bids were received.  They were:

Opper Excavating                            $2,400.00

Bliss Bulldozing                                  3,500.00

Marty’s Construction Service          3,600.00

There was a motion by VanderMeulen/Harwood to go with Opper.  All affirmed.  A copy of their liability insurance was attached with their bid.

2.      Hazmat Ordinance:  This will be discussed at a later date.

New Business:

1.      Legalize Liquor Resolution:  There was a motion by Starr/Harwood to approve the ‘Certification of Legislative Body on Sale of Spirits’ for the township. There was a roll call vote:  Folkema, Harwood, and Starr voted aye.  Bird and VanderMeulen voted nay.

2.      Park Recommendations:  The ordinance enforcement officers had recommendations as to what they felt would help the park be a more family friendly place.  There was a motion by Starr/Folkema to amend ordinance 07-11 to read, “For any gathering of 50 persons or less, use of the park shelter shall be on a first come-first serve basis.  Someone must be present to hold use of the tables and shelter.”  There was a roll call vote where all voted aye.  There was a motion by Harwood/Folkema to purchase four signs from the Newaygo County Road Commission.  ( 2 – no alcohol, no animals, 1 overflow parking, and 1 overflow parking across street)  All affirmed.  Harwood volunteered to paint the tables at the park.

Bills:  Checks #11327 to 11357 were used totaling $46,641.43.  The General Fund was $23,443.33, the Road Fund was $22,354.39 and the Building Inspection Fund was $843.71.  There was a motion by Bird/VanderMeulen to pay the bills.  All affirmed.  There was discussion about the audit and the necessity of having one done every year.  There was a motion by Starr/VanderMeulen to do the audit every other year.  All affirmed.

Reports:

County Commissioner:  Mr. Scholtens had nothing to report.

Zoning Administrator:   There were five zoning compliances.  The zoning activity report should be ready next month.

Planning Commission:  The Master Plan public hearing will be July 27th and then it will come to the Board in August.

Supervisor’s Report:  There were 3 building permits and 1 electrical permit.  The wedging was done and reseal will be done this month.  The Ensley Forest has an address now – 6985 E 136th Street, Sand Lake.  The grant for high speed internet has been submitted.

Forest Committee:  The parking lot and culverts are done.  The pavilion and marking of trails will be discussed at the next meeting on July 16th at 7:30pm.

Correspondence:  Starr had numerous pieces of correspondence.  Harwood received notice that the State of Michigan awarded the Township a grant under the Polling Place Accessibility Improvement Program to purchase a lever style knob adaptor and a threshold ramp for a total of $68.00.   There was a motion by Folkema/VanderMeulen to order the grant items.  All ayes, motion carried.

Public Comment:  9:50 PM.  The playground slide outside the hall will be removed.  There was a motion by Bird/VanderMeulen to send a letter to the folks with the arbor at North Ensley Cemetery to have it removed.  Four ayes, one nay (Starr), motion passed.

Adjourn: There was a motion to adjourn at 10:00 PM.
