Ensley Township Board Meeting

Minutes of July 6, 2010

 
 

The regular meeting of the Ensley Township Board was called to order at 7:30 PM by Supervisor Starr.  The meeting was opened with the Pledge of Allegiance to the Flag and a Prayer.  Board members present were Phillip Starr, Cynthia Harwood, Faye Folkema, Brenda Bird, and John VanderMeulen.  There were twenty-eight guests in attendance.

Minutes of Previous Meetings: There was a motion by Bird/VanderMeulen to approve the Minutes of June 1, 2010.  All Affirmed.

Treasurers Report: 

            General

                        Fifth Third Bank              $150,264.70

                        Independent Bank            173,899.08

CD #1 General                                 30,000.00

            Common Checking                            1,094.77

            Roads                                              157,975.07

            Total                                              $513,233.62

Receipts #5397-5425 were used totaling $32,143.67. 

Zoning Administrator:  Verduin had six zoning compliances and one demolition escrow.  He is working on several other zoning issues.

Planning Commission:  The neighborhood commercial district was discussed.  There was a general consensus from the board to postpone a contract with Brenda Moore.  Bylaws and secretarial duties were discussed.

Building Inspector:  Mr. Boluyt had six building and two electrical permits issued.

Public Comment:  8:01 to 8:42PM.

Unfinished Business:

1.      Ordinance Enforcement Officer:  Starr/Harwood moved to hire Carl Grooters to work with Mitch Rood at Baptist Lake Park.  All affirmed.

2.      Policy & Procedure Manual:  Harwood/Bird moved to recommend putting a policy and procedure manual together.  Two board members and one resident should be on the committee.  All ayes, motion carried.  Brenda Bird and Walt Jones volunteered to serve with Harwood.

3.      Building Committee Report-Next Step: & 4. Zoning Administrator:  There was a motion by VanderMeulen/Starr to hold a special meeting to discuss these two items and hold this before the end of the month.  All ayes, motion carried.  July 20 at 7:30 was the date chosen.

New Business:

1.       MTA Seminar-Planning & Zoning:  Motion by Starr/VanderMeulen to pay the registration for sending three people from the planning commission to attend the seminar and reimburse mileage.  All ayes, motion carried.

2.       July Board of Review:  Motion by Folkema/Bird to set Wednesday, July 21 at 4:30 PM for BOR.  All affirmed.

Bills:  Checks #11670-11720 were used totaling $18,610.66.  The General Fund was $9,783.71, Building Inspection Fund was $1,184.45, the Road Fund was 7,625.00, and the cemetery fund was $17.50.  A motion was made by Bird/VanderMeulen to pay the bills.  All affirmed.  Harwood recommended transferring funds in the assessor and park fund from the 800 (contractor) to 700 (employee) cost centers to balance the budget.  There was a motion by Bird/Harwood to change the numbers and move the money.  There was a roll call vote where all voted aye.

Public Comment:  9:22-9:37 PM   Laurel Breuker was present and gave in informative report.

Brenda Bird will bring the Press article about the Nature Preserve to the committee and ask to get a retraction from the Press.

Adjourn: There was a motion to adjourn by Folkema/VanderMeulen at 9:37.  All affirmed.
