The regular meeting of the Ensley
Township Board was called to order at 8:00 P.M. by Supervisor
Bergman. The meeting was opened
with the Pledge of Allegiance to the Flag and a prayer. Board
members present were Richard
Bergman, Cynthia Harwood, Faye Folkema, John Patin and John
VanderMeulen. There were 16
guests.
The minutes of May 6, 2003 were
approved without objection with the following correction to Bills:
There was a motion by Folkema,
supported by VanderMeulen to take CD#2 and take out what is needed
to cover road bills. All ayes.
Motion carried.
The minutes of Special Meeting of
May 12, 2003 were approved without objection.
Treasurer’s Report:
General $21 8,773.41
Checking 3,327.04
Roads 909.69
CD #1 general 30,000.00
CD #2 roads 11,500.00
CD #3 roads 100,000.00
Total $364,510.14
Receipts #3445-3458 were used totaling $29,030.17.
The treasurer’s report was approved without
objection.
The Township received the
first check for PA 48 Metro Authority Distributions.
Police Report: Breaking
and Entering is at the very lowest level.
Building Inspector Report:
There were nine building permits and seven electrical permits obtained this
month. Mr. Boluyt also repaired the letters on the fire barn and fixed the
service door. He plans to be gone on vacation the week of July 4.
Zoning Administrator Report:
Evans had two-land division and six zoning compliances this past month. He
also gave an update on area junk enforcement.
Planning Commission did
not have a quorum.
Baptist Lake Park Committee:
The committee would like to purchase a flagpole for the grounds. Additional
funds are needed to do so.
Public Comment: There was
discussion about the Heiss cemetery lot. There was a motion by Bergman,
supported by VanderMeulen to have each board member go to Crandall Cemetery
to look at the Heiss graves. All ayes. Motion carried. This will be
discussed next month.
Old Business:
1.
Beech Avenue-ANR Pipeline: The pipeline will not be lowered. Additional
dirt will be put on so there will be 36 inches covering it. Motion by
VanderMeulen, supported by Folkema to allow additional gravel on Beech
Avenue. All ayes. Motion carried.
2.
Crandall Cemetery: Arc Electric is to give us an estimate for the
electrical work to be done. The pump is to get new leathers from Denton’s
Well Drilling for $200.00. Mahion Ellick will weld the pump handle.
3.
Civil Infractions: Max Evens explained the steps to Civil Infractions
tickets. There was a motion by VanderMeulen, supported by Folkema to
support item 3.34 unwholesome substances under Civil Infractions. Roll
call vote: Folkema-aye, Patin-nay, VanderMeulen aye, Harwood-aye, and
Bergman-aye. Motion passed.
4.
PA 177-Cluster Housing: There was no opposition at the public hearing.
There was a motion by Bergman, supported by VanderMeulen to adopt PA 177.
Roll call vote: Patin aye, VanderMeulen-aye, Harwood-aye, Folkema-aye, and
Bergman-aye. Motion carried.
New Business:
1.
Newaygo County Prosecuting Attorney-Letter: The prosecutor can e-mail
legal materials that pertain to townships that can be stored or
downloaded. Bergman made a motion to support e-mail of materials. Folkema
supported this. All ayes. Motion carried.
2.
Manulife Contributions: There was a motion by Bergman, supported by Patin
to have clerk withhold employees share of pension from check. All ayes.
Motion carried.
Bills: Checks #8910-8942 were used totaling $40,745.84. General Operating
Fund $36,559.14 and Building Inspection Fund $4,186.70. Motion to pay
bills by Folkema, supported by VanderMeulen. All ayes, motion carried.
Correspondence:
Public Comment: There was a motion to pay mileage to officials who
attend meetings that are beneficial by Bergman, supported by VanderMeulen.
All ayes. Motion carried.
There
was a motion to purchase five used voting booths by Harwood, supported by
VanderMeulen. All ayes. Motion carried.
Motion to adjourn at 9:30 PM by Harwood, supported by Folkema.
