Ensley Township Board Meeting

Minutes of June 1, 2004

 
 

 

The regular meeting of Ensley Township Board was called to order at 8:00 PM by Supervisor Bergman.  The meeting was opened with the Pledge of Allegiance to the Flag and prayer.  Board members present were Richard Bergman, Cynthia Harwood, Faye Folkema, and John Patin.  John VanderMeulen was absent.  There were 13 guests.

The minutes of May 4, 2004 reflected a different total for the bills, as a check to Flags Unlimited was a duplicate of a bill that was paid in April.  The May check was voided.  Under New Business, Poling Place, all ayes.  Motion carried was added.  These corrections were approved without objection.

Treasurer’s Report: 

            General            $246,403.84

            Checking                4,522.62

            Roads                    3,831.80

            CD#1 general       30,000.00

            CD#2 roads         80,000.00

            Total                $364,758.26

Receipts 3701-3716 were used totaling $27,211.98.

The treasurer’s report was approved without objection.  Folkema noted that the State of Michigan did not pay their property taxes.

Police Report:  Stabile was out with an injury.

Building Inspector:  Boluyt was not in attendance.  There were 9 building permits and 4 electrical permits issued for the month of May.

Zoning Administrator:  There were 14 zoning compliances and 2 land splits.

Planning Commission:  They recommended the Board approve a change to Chapter 3 Section 3.11 Sub. Section B 6 to read: “ No accessory building shall exceed sixteen (16) feet in height as measured from the average grade to the top of side wall except for those used in farming operations, which may be as high as reasonably necessary.”  There was a motion by Folkema, supported by Harwood to accept the recommendation of the Planning commission.  All ayes.  Motion carried.

Warren Way had lot D sold.  The people have agreed to replace the tiles that have caused problems.

Forest Project:  Nothing to report

Public Comment:  Evens express his thanks to everyone for their sympathy and he read a poem written by his late wife.

Old Business:

1.      E.S.& G.  They did send a reclamation plan and the attorney is working on a letter advising them on corrections.

New Business:

1.      Englewright Lake Board Appointment:  Mary Balberde recommended that Sandy Byrne be appointed to fill the space left by her deceased husband.  There was a motion by Patin, supported by Harwood to have Sandy Byrne fill the vacancy of Township Board Representative.  All ayes.  Motion Carried.

2.      Assessor’s Contract:  Even’s would like a one (1) year contract at $10.50 per parcel.  Currently there are 1,576 parcels.  Motion by Folkema to extend his contract for one year.  Harwood supported this.  All ayes.  Motion carried.

3.      Web Contract:  Motion by Harwood, supported by Folkema to extend the contract for another year as written.  All ayes.  Motion passed

4.      Election Workers:  Harwood presented list of workers for August primary.  Six to work in the morning and seven for afternoon.  Pat Patin, Gerry Pratt, Joyce Baxter, Kimi Hackbardt, Regina Hanninen, JoAnne VandenBerg, Bob Snow, Dwight Hull and Yvonne Jordan.  There are four Democrats, four Republicans and one Independent.  Motion by Bergman, supported by Folkema to approve workers.  All ayes.  Motion carried.

5.      Charter Cable renewal Contract:  There was a motion by Bergman, supported by Folkema to send contract to the attorney before we approve.  Three ayes, one nay (Patin) Motion passed.

Bills:  Checks #9288-9322 were used totaling $14,479.10.  General Operating Fund $11,643.43 and Building Inspection Fund $2,835.67.  There was a motion to pay the bills by Folkema, supported by Patin.  All ayes.  Motion carried.

Correspondence:  Bergman noted how people would look information up on Internet rather that come to a meeting.  He also noted that taxes and more information would be on the Internet in the future.

Public Comment:  Balberde commented that Harwood received an award at Crime Watch from Senator Levin for being a “Crime Fighting Mom.”  There was a motion by Patin, supported by Folkema to approve putting a notice in the River Valley for “Meet the Candidate” night.  All ayes.  Motion carried.  There was a motion by Bergman, supported by Harwood to send a letter to the Sand Lake Library that we recognize the need for a new library.  All ayes.  Motion carried.  Patin questioned the mess on 112th Street on Gillespie’s land.

Motion to adjourn at 8:45 PM by Patin, supported by Harwood.
