The regular meeting
of the Ensley Township Board was called to order by
Supervisor Bergman at 8:00 PM. The meeting was opened
with the Pledge of Allegiance to the flag and a prayer.
Board members present were Richard Bergman, Cynthia
Harwood, Faye Folkema, Steve Knox, and John VanderMeulen.
There were seven guests present.
Minutes of Previous Meeting:
There was a motion to approve the minutes by Bergman,
supported by Folkema. All affirmed. Motion passed.
Treasurer’s Report:
General $271,561.44
Checking 3,351.11
Roads 169,199.20
CD#1 General 30,000.00
CD#2 Roads 80,000.00
Total $474,111.75
Receipts # 4965-3975 were used totaling $24,977.99.
There was a motion to accept the treasurer’s report by
VanderMeulen, Harwood supported this. All ayes. Motion
carried.
Police Report:
Deputy Delia has replaced Deputy Stabile. The
statistics are incorrect for the month due to the
change.
Building Inspector:
Boluyt had three building permits and six electrical
permits.
Zoning Administrator:
Evens sold four zoning compliances and had two land
splits.
Master Plan Committee:
The committee had a presentation from the Annis Water
Resources Institute of G.V.S.U. and continued working on
the survey. There was a motion by Knox, supported by
Harwood to remove Tim Bergman from the committee. All
ayes. Motion carried. There was a motion to put
VanderMeulen on the Master Plan Committee. All ayes.
Motion carried. There was a motion by Bergman,
supported by Folkema to have the board and Langworthy
Strader LeBlanc review the questionnaire before it is
mailed out. All ayes. Motion carried.
Planning Commission:
Chairperson Starr requested to have mileage money for a
speaker to come from Cadillac to their July meeting.
There was a motion by Bergman, supported by VanderMeulen
to spend money to have a speaker come. There is money
budgeted for education. All ayes. Motion carried.
Civil infractions were discussed. It was noted that the
board does not need this to go thru the planning
commission to adopt this. There was a motion by
Bergman, supported by VanderMeulen that we take
misdemeanor out of the penalty part of the zoning
ordinance and put in civil infractions according to the
recommendations of the attorney. This would cover the
entire ordinance. The Board and Planning Commission
need to be aware of any violation before a ticket is
issued. There was a roll call vote: all voted aye.

Park
Committee:
A meeting was held on May 26 at the hall. It was
decided to have the prisoners come to the park to rake
and clean by the sides of the boat ramp. They worked
for about five and a half hours. The park committee
would like to rent a chipper to complete the cleanup by
the water, topsoil for by the road on the far east side
and gravel.

Blinker Light:
Light is working without Arc’s having to work on it.

Flag Pole:
Light was fixed and is working.
New
Business
1.
Crandall Cemetery Well:
A new well must be 75’ from graves. The new hand pump
takes ten or more minutes to get water. The Cemetery
Board will donate $8,000.00. There needs to be a
meeting with the sexton, cemetery board and supervisor
to find out the cost. The clerk will set this up.
2.
New Township Officer:
This
was covered during reports.
3.
Web Master Duties:
The
clerk is to get the minutes to the web master. There
was a motion by Folkema, supported by Knox to have the
chairperson of the Planning Commission address the
secretary as per the by-laws about the problem of the
minutes not getting out in a timely manner. There was a
roll call vote: All ayes. Motion carried. Bergman is
to check with the Zoning Board of Appeals members to see
if they are still interested in serving.
4.
Assessor Contract:
There was a motion by Folkema, supported by VanderMeulen
to offer the assessor a contract at $10.74 per parcel
with 1,565 parcels as of June 1, 2005 or $16,808 and any
future splits are to be added quarterly. All ayes.
Motion carried. This contract is for one (1) year.
Bills:
Folkema made a motion to pay the bills. VanderMeulen
supported this. All ayes. Motion carried.
Correspondence:
The Price of Government is presented on June 24 at 9:30
AM in Fremont. There is no cost to attend.
