Ensley Township Board Meeting

Minutes of June 2, 2009

 
 

The regular meeting of the Ensley Township Board was called to order at 8:00 PM by Supervisor Starr.  The meeting was opened with the Pledge of Allegiance to the Flag and a Prayer.  Board members present were Phillip Starr, Cynthia Harwood, Faye Folkema, Brenda Bird, and John VanderMeulen.  There were ten guests in attendance.

Minutes of Previous Meetings: There was a motion by VanderMeulen/Bird to approve the Minutes of May 12, 2009.  All Affirmed.

Treasurers Report: 

            General                         $293,583.12

CD #1 General                  30,000.00

            Checking                            1,671.72

            Roads                            243,549.93

            Total                           $568,804.77

Receipts #5081-5107 were used totaling $25,966.73.  There was a motion by Harwood/VanderMeulen to accept the treasurer’s report.  All affirmed.   The audit reports should be out within two weeks.

Public Comment:  8:08 PM None.

Unfinished Business:   

1.      Park Enforcement Officer:   The City of Newaygo Chief of Police, Pat Hedlund spoke about himself and answered questions.  There was a motion by Starr/Harwood to hire Pat Hedlund and Mike Miller for the summer.  All ayes, motion carried.

2.      Broadband Internet:  Don Noordyke of West Michigan Broadband explained the grant that could be awarded to them to put high speed internet at Ensley Center.  He would like to receive letters from residents, the fire chief, and teachers telling of their need to have better internet services.  There was a motion by Bird/Harwood to work with West Michigan Broadband to get the Community Connect Program Grant.  All affirmed.

3.      Computer Upgrade:  The assessor will need BSNA and Apex upgrades at a cost of $3,672.00.  The Board will check with the assessor for when he would want the programs.

4.      Crandall Cemetery Driveway:  The Cemetery Association was all in favor of improving the west drive.  The Perpetual Care Fund has $1,698.53 to spend.  There was a motion by Bird/VanderMeulen to collect bids on the proposed driveway.  All affirmed.

5.      Road Projects:  Folkema/VanderMeulen moved to reseal projects 7 & 8, Elm Avenue between 104th Street and 96th Street at a cost of $16,240 and 98th Street west of Beech Ave. for approximately .8 mile at a cost of $13,034.  All ayes, motion carried.

New Business:

1.      Hazmat Ordinance:  Fire Chief, Ed Holtzlander stated that Abby Watkins of the Newaygo County Emergency Services is encouraging the adoption of this ordinance.  Holtzlander would like the Township Board to look at this ordinance.

2.      Flag – Thank you:  Donna Ellick was thanked for putting the flags on the Veterans’ graves again this year.

3.      Volunteer Projects:  The Township has several projects that could use volunteer help on.  Harwood contact the Tri County High School and was put on a list for students to call when they are in need of community service projects.  Brenda Bird volunteered to paint the shed on the Hall property and the one at the North Ensley Cemetery property and be reimbursed for the cost of supplies.

4.      Liquor License Renewal Fee:  There was a motion by Folkema/Starr to set the renewal fee at $300.00.  All affirmed.

Bills:  Checks #11299 to 11326 were used totaling $14,167.77.  The General Fund was $12,937.44, the Building Inspection Fund was $530.33, and Escrow was $700.00.  There was a motion by VanderMeulen/Folkema to pay the bills.  All affirmed.  There was a comment by Folkema that where were a lot of positive remarks made at the Memorial Day Services about the lawn care.

Reports:

County Commissioner:  The County is encouraging broadband internet.

Building Inspector:   There were four building permits and two electrical permits. 

Zoning Administrator:   Hall is still working on an “activity report” that he will submit to the Board and then the Planning Commission.  He had five permits.

Planning Commission:  Work is continuing on the wind energy ordinance, outdoor wood burners and the Master Plan.

Forest Committee:  The Sand Lake Fire Dept. and Jim Hawkins burned the brush.  Phil Starr donated $250.  Russ Shestag is working on signage.  Alvin Smelik has Grand Rapids Gravel working on benches.  The work crew from a grant through the Newaygo County Soil Conservation for the trail and pavilion was denied.

Supervisor’s Report:  The brining was done twice on some roads, as it rained hard after the first application.

Correspondence:  Motion by Folkema/VanderMeulen that the township is not interested in purchasing parcels up for tax sale.  All affirmed.  Starr/Folkema moved to have clerk vote for Par Plan Board Member.  All affirmed.
