Ensley Township Board Meeting

Minutes of March 6, 2007

 
 

Supervisor Knox called the regular meeting of the Ensley Township Board to order at 8:05 PM.  The meeting was opened with the Pledge of Allegiance to the Flag and a Prayer.  Board members present were Steve Knox, Cynthia Harwood, Faye Folkema, Joann VandenBerg, and John VanderMeulen.  There were seventeen guests.

Minutes of Previous Meeting:  The minutes of February 6, 2007 were approved without objection. 

Treasurers Report: 

            General                         $337,010.35

            CD #1 General                  30,000.00

            Checking                            1,549.97

            Roads                             197,995.54

            Total                            $536,555.86

Receipts #4437-4474 were used totaling $120,561.18.  VanderMeulen/VandenBerg made the motion to accept the treasurer’s report.  All affirmed.  Motion carried.  The dog clinic had 81 dog licenses and 75 dog shots.

Building Inspector:   There was one building permit and two electrical permits. 

Zoning Administrator:  Bob Hall had information about  the ZBA fees.  There was a notion by VanderMeulen/Folkema to have three attend the Citizen Planner Program.  All ayes, motion carried.  There was a motion by Knox/VanderMeulen to have Bob attend the ABC’s of ZBA and pay 1/3, and VandenBerg also attend this MTA seminar in Mt. Pleasant.  All ayes, motion carried.  Barber Creek Sand & Gravel will be discussed again next month.   Lehnert will check on the status of his PA116 and Barber Creek can pay the $2,000 permit fee.

Police Report:  There were six complaints, seven citations, 13 warnings, eight property checks, and three traffic accidents.

County Commissioner Report:  Powell gave a county update.

Public Comment:  8:47 to 8:55 PM.

Unfinished Business: 

1.     Internet Tower:  Casair has not checked the signal yet.  They will do this when the weather is better.  There is another company that may be able to supply wireless internet to the Township Hall.

2.    Mowing Bids:  We had eight bids:

J.R. & Associates                      $ 9,000.00

Manley Lawn Care                     22,000.00

Lakeview Lawn Care                  11,300.00

Fine Lines Lawn Care                   8,500.00

RCW Services                              9,200.00

Frey’s Landcare                           9,075.00

Three Pines                                 8,955.00

Heckman & Son                           8,550.00

  Motion by Knox/Harwood to give the contract to Heckman.  Three ayes, and 2 nays (Folkema                         VandenBerg) Motion passed.

3.    Road Project Costs:  There was a motion by VanderMeulen/Folkema to pave Elm between 104rth to 112th Streets.  All ayes.  Motion carried.  The estimated cost is $104,000.00.

4.    Copy Machine:  We had three estimates:

            Albin                             $4,075.00

            WS Reed                         3,800.00

            Commercial Equipment     3,750.00

      There was a motion by VanderMeulen/VandenBerg to keep the Toshiba (Commercial     Equipment.) copier.  All ayes.  Motion carried.

New Business:

1.    Park Attendant:  There was a motion by Knox/Harwood to give the contract to Jeanette VanderHaag for the 2007 season for a bid of $910.00.  All ayes.  Motion carried.

2.    Dust Control-Brining:    The County is not sure about cost-share yet.  There was a motion by Knox/VanderMeulen to brine just before the holidays (Memorial Day, July 4th, and Labor Day.)   Knox will check with Deur to see if we can cancel if the weather is wet and to check for the total miles.  All ayes.  Motion passed.

3.    Fire Department Donation:  Motion by Harwood/Knox to donate $1,500.00 to the Sand Lake Fire Department for rescue equipment.  All ayes, motion carried.

Bills:  Checks #10454-10483 were used totaling $13,389.39.  General Operating Fund was $12,927.51 (Escrow was $1,775.24 from the VanKampen Escrow), and $461.88 from the Building Inspection Fund.  There was a motion by Folkema/Harwood to pay the bills.  All ayes.  Motion carried.

Adjourn: There was a motion to adjourn at 10:00 by VanderMeulen/Folkema.  All affirmed.
