The regular meeting of the Ensley Township Board was called to order at 8:00 PM by Supervisor Knox.  The meeting was opened with the Pledge of Allegiance to the Flag and a Prayer.  Board members present were Steve Knox, Cynthia Harwood, Faye Folkema, Joann VandenBerg, and John VanderMeulen.  There were Steve Boluyt-Building Administrator, and four guests in attendance.

Minutes of Previous Meeting:  The minutes of February 5, 2008 was approved without objection.   It was noted that the Board of Review had its organizational meeting on March 4.

Treasurers Report:

            General                         $295,734.26

CD #1 General                  30,000.00

            Checking                            1,587.50

            Roads                             139,604.62

            Total                             $466,926.38

Receipts #4722-4756 were used totaling $79,085.79.   Harwood/VanderMeulen made the motion to accept the treasurer’s report.  All affirmed.  Motion carried.

Building Inspector:   There were no building permits and two electrical permits for the month of February.

Zoning Administrator:  There was a motion by Knox/VanderMeulen to have Phillip Starr, Keith Bouwkamp, and Bob Hall attend two - MSU Citizen Planner classes.  Bob Hall’s education will be partially reimbursed by other townships.  All ayes, motion carried.

County Commissioner Report:   Mr. Powell was not in attendance.

Planning Commission Report:  They discussed the by-laws and the master plan.

Public Comment:  8:13-8:14 PM

New Business:

1.      Park Attendant:   Jeanette VanderHaag will clean the park this coming summer for the same price as last year.  There was a motion by Knox/VandenBerg to give the park attendant job to her.  All ayes, motion carried.

2.      Fire Department Donation:  There was a motion by VanderMeulen/Harwood to donate $1,500 for rescue equipment.  All ayes, motion carried.

3.      Dust Control & Reseal:  There was discussion about the amount of brine used per mile and the cost.  There was a motion by VanderMeulen/Folkema to have Deur do three applications of brine at 3,500 gallons per mile.  All ayes, motion carried.  Reseal is expected to cost $17,000 per mile.  The township cost shares with the county 50/50.  We have approximately $45,755.32 left for re-seal or wedging.

4.      Perpetual Care Funds:  Harwood/VandenBerg made a motion to have the treasurer go with VandenBerg and Harwood to the bank and sign over the perpetual care funds.  The checking and savings need to be in a township savings account and put the treasurer’s name on the CD’s.  Recommendations need to be made from the bank and the township accountant.  The reason for this change is so the funds are handled by a bonded and insured township employee.  The same rules apply that the principle funds are not spent, only the interest.  All ayes, motion carried.

Unfinished Business:

1.        ES&G Offer:  Folkema left the table.  Everyone received a copy of a letter from the Ensley Sand & Gravel attorney with a settlement offer.  There was a motion by Harwood/VanderMeulen to reject their offer as presented.  There was a roll call vote:  VandenBerg, VanderMeulen, Harwood and Knox voted aye.  The motion passed.  Folkema returned to the table.

2.        Dog Clinic Update:  In 2007 there were 75 dog shots and 81 licenses.  This year there were 88 dog shots and 111 licenses.

3.        Enforcement Officer Job Description:  There was a motion by Folkema/VandenBerg to accept the job description as presented by the Township attorney.  There was a roll call vote where all voted aye.

Bills:  Checks #10831-10857 were used totaling $13,042.39.  General Operating Fund was $12,571.32 and $471.07 was from the Building Inspection Fund.  There was a motion by Folkema/Harwood to pay the bills.  All ayes, motion carried.
