The regular meeting of the Ensley Township Board was called to order at 8:03 P.M. by Supervisor Bergman.  The meeting was opened with the Pledge of Allegiance to the Flag and a prayer.  Board members present were Richard Bergman, Cynthia Harwood, Faye Folkema, John Patin and John VanderMeulen.  There were 14 guests.

The minutes of April 1, 2003 were approved with the following change.  The 104th Street-Resurface will be with plant mix and reseal.  There was a motion by VanderMeulen, supported by Folkema to go with the estimate to wedge and reseal 104th Street from Cypress to Newcosta.  All ayes.  Motion carried.  The minutes were approved as corrected.

Treasurer’s report: 

            General            $208,414.44

            Checking                3,318.55

            Roads                       909.69

            CD#1 general     30,000.00

            CD#2 roads        63,000.00

            CD#3 roads       100,000.00

Receipts #3425-3444 were used totaling $7548.11.

The treasurer’s report was approved without objection.

Police Report:  Officer Stabile presented the monthly statistic report and noted that traffic citations were down, as he does not have radar in the car he is currently using.

Building Inspector:  There were seven building permits and six electrical permits issued.

Zoning Administrator:  There is a new private road in section 32 off Elm north of 22 Mile Road named Walters Private Drive.  It received tentative approval by the Planning Commission, as the Special Land Use application was incomplete.  Mr. Evens has sent letters to two businesses that have had cars for sale in the right-of-way.  Barber Creek’s bond needs to be for two years instead of one.  There was a motion by VanderMeulen, supported by Folkema to approve the renewal of the permit for Barber Creek with the correction.  Roll call vote.  All ayes.  Motion carried.

Planning Commission:  There were two public hearings at the meeting of April 28, 2003.  The first was for Zoning Ordinance Section 3.34-Unwholesome Substances and the other for Planned Unit Developments.  They were both approved and sent to the County.

Park Committee:  The committee has ordered four park benches, four grills and three trashcan covers.  There was a motion by Patin supported by Harwood to give the park attendant a 10% increase in wages.  All ayes.  Motion carried.

Public Comment:  8:52PM

Old Business:

1.      Crandall Cemetery:  Rick Fish was present to discuss the well.  He told that the hand pump would need to have the screen cleaned and the pump cannot be put in the pit.  It would need a building over it to protect it.  A new well would cost about $3,000.  New leather on the existing hand pump might help it work better.  There was a motion by Patin, supported by VanderMeulen to put the leather in if the cost is less that $500.00.  All ayes.  Motion carried.  Thanks to Mahlon and Donna Ellick for donating the pole, wiring, and labor for electric in the cemetery to light the flag.

2.      Mineral Mining Ordinance:  There was a motion by VanderMeulen, supported by Harwood that we hold a special meeting to discuss the Ensley Sand & Gravel settlement.  Four ayes, Folkema abstained.  Motion carried.  Date to be set later.

3.      Brine:  There will be three applications this summer at eleven cents per gallon.  May 10-20, June 22, and August 18-28.  Motion by Patin, supported by Folkema to have Deur apply the brine.  All ayes.  Motion carried.

4.      Balsam & 124th Street:  North off 124th Street onto Balsam is too squared.  Patin made a motion, supported by Harwood to have the county repair this corner so it is not as sharp for $2,000.  All ayes.  Motion carried.

5.      Beech & 112th Street:  The hill to the south of 112th Street on Beech needs lowering.  The gas pipeline that goes under the road is too close to the surface.  The county is to dig to the pipe and ANR is to lower the pipe.  ANR pipeline is to pay the township and the township is to forward the check to the county.

6.      128th Street & Butternut:  Gravel washed into the road after a hard rain into Butternut.  There was a motion by Patin, supported by Folkema to table this discussion.  All ayes.  Motion carried.

7.      Reseal Projects:  22 Mile from Cypress to Elm for $5,840.00 and 136th Street from Cypress to Locust for $9,320.00.  There was a motion by Patin, supported by Folkema to do resealing on these three miles.  All ayes.  Motion carried.

8.      Grant Library Meeting was cancelled.

New Business

1.      Internet web page:  The current web page business has not been keeping our page current.  Verduin-Webs has put in a quote of $100.00 per month to update our page.  VanderMeulen made a motion, supported by Folkema to hire Mr. Verduin for a one-year period.  All ayes.  Motion carried.

2.      Clean-Up Days:  J&S suggests we go to three days because we had such a large turn out.

3.      Grant Application:  Bergman received a verbal OK for the Baptist Church property behind the Town Hall.  He has sent the grant in.

4.      Vander Wall Proposal:  There was a motion by Harwood, supported by VanderMeulen to table this discussion.  All ayes.  Motion carried.

Bills:  Checks # 8870-8909 were used totaling $70,162.71.  General Operating Fund was $17,481.27, Road Fund $51,500.00, and Building Inspection Fund $1,181.44.  CD#2 is needed to pay for the road bill from the County.  There was a motion by Folkema, supported by VanderMeulen to take CD#2 and deposit it to cover this month’s road bill.  All ayes.  Motion carried.

Correspondence:  The Road Commission sent a bill for the Crandall Cemetery sign.  There was a motion by Folkema, supported by VanderMeulen to pay the sign bill.  All ayes.  Motion carried.  The county won the lawsuit against Ensley Sand & Gravel.  The County will finish Elm Avenue.  There was a motion by Folkema to have the MTA magazine come to the hall.  VanderMeulen supported this.  All ayes.  Motion carried.  M. Ellick questioned the use of the church parking lot for Clean-Up Days.  Bergman said the church board stated it was OK as long as there was no mess left.

Adjourn:  There was a motion to adjourn at 10:46 PM by Folkema, supported by VanderMeulen.  All ayes.  Motion carried.

Special Meeting of May 12, 2003

 

Supervisor Bergman called the special meeting of the Ensley Township Board to order at 2:25 PM.  Mr. Bergman opened the meeting with the Pledge of Allegiance to the flag and an invocation.  Board members present were Richard Bergman, Cynthia Harwood, Faye Folkema, John Patin and John VanderMeulen.  Zoning Administrator Max Evens was also present.

There was a motion by VanderMeulen, supported by Folkema to go into closed session.  All ayes.  Motion carried.

There was discussion about the ordinance No. 250-B and the Ensley Sand & Gravel settlement.

Motion to close – closed session by Harwood, supported by Patin.  Four ayes.  Motion carried.

Meeting adjourned at 3:40 PM.
