Ensley Township Board Meeting

Minutes of May 9, 2006

 
 

Supervisor Bergman called the regular meeting of the Ensley Township Board to order at 8:00 PM.  The meeting was opened with the Pledge of Allegiance to the Flag and a Prayer.  Board members present were Richard Bergman, Cynthia Harwood, Faye Folkema, Steve Knox, and John VanderMeulen.  There were twelve guests. 

Minutes of Previous Meeting:  The minutes of April 4, 2006 were approved without objection.

Treasurers Report:  

            General                         $275,068.25

            CD #1 General                  30,000.00

            Checking                            5,169.61

            Roads                            139,905.71

            CD #1 Roads                    45,000.00

            Total                            $495,143.57

Receipts #4219-4238 were used totaling $33,866.91.  The Treasurer’s Report was approved without objection. 

Police Report:  There were fourteen complaints, one arrest, five citations, twelve warnings, and ten property checks and one motorist assist for the month of April. 

Building Inspector:  Boluyt had twelve building permits and there were two electrical permits.  He reported that the Newaygo County Building & Safety is taking over plumbing inspections for Newaygo County except for Lilley Township.  The inspector’s name is Vince Milito.

Planning Commission:  There was a public hearing for dog kennels and increasing mobile home widths.  Both items passed and have gone to the County Planning Commission. 

Eaves and overhangs were tabled until the next meeting. 

The P.C. requests something on the web for the vicious dog and park ordinance so people know that animal control is responsible for animal problems and the sheriff’s department is responsible for enforcing the park ordinance. 

The Planning Commission recommends that the “board” read the “Michigan Zoning Enabling Act of 2006.” 

VanderMeulen/Knox recommended that the Zoning Administrator attend an educational conference in Grand Rapids.  All ayes.  Motion carried.  

They will also be working on the dangerous building ordinance. 

They were wondering about the quiet deed.  Bergman found out from the attorney that his office was researching the deed.  It will be another two to three months before this process is complete.  There will be a lawsuit about it. 

There was never a moratorium on the site condos.

VanderMeulen read the letter from the Kent County Road Commission about the intersection of 22 Mile and Algoma.  They felt it would be better to hit what is there now instead of putting up a guardrail.

County Commissioner Report:  Commissioner Powel updated us as to what the county is doing.

Zoning Administrator:  There were twelve zoning compliances, one denial, a special land use for a private road/street, and one land division.  There were ten official complaints and random site inspections.  Mr. Hall stated that the township needed to purchase a new digital camera.  There was a motion by Bergman/Knox to purchase a new camera for $200.00.  All ayes.  Motion carried.  This is to be reimbursed as soon as possible.

Public Comment:  8:9:02-9:07

Unfinished Business: 

1.       Public Safety Millage: our attorney has reviewed the wording.  Harwood/VanderMeulen made a motion to put this on the August ballot.  All ayes.  Motion carried.

2.       Mowing Contract:  Motion by Harwood/Knox to give the contract to R.C.W. for the season.  All ayes.  Motion carried.

New Business:

1.      Copy Machine Replacement:  It was agreed that this does not need to be done.

2.      New Computer for Assessor:  Motion by Bergman/Knox to purchase a new computer for assessor.  All ayes.  Motion carried.  Clerk will send letter to county that we approve.

3.      Election Update.  Clerk wants to send letter to Meijers or Wal-Mart asking for crowd control post systems.  Motion by Bergman/VanderMeulen to approve a letter for crowd control system.  All ayes.  Motion carried

Bills:  Checks #10070-10105 were used totaling $31,890.15.  General Operating Fund was $27,251.81 and the Building Inspection Fund was $4,638.34.  There was a motion by Folkema/VanderMeulen to pay the bills.  All ayes.  Motion carried.

Correspondence:  Newaygo County Road Commission sent a notice that three signs need replacement.  There was a motion by Harwood/Folkema to replace the signs.  All ayes.  Motion carried.

Public Comment:  9:43.  Folkema thanked Max Evens for all his years of service to our township.
