Ensley Township Board Meeting

Minutes of May 12, 2009

 
 

The regular meeting of the Ensley Township Board was called to order at 8:00 PM by Supervisor Starr.  The meeting was opened with the Pledge of Allegiance to the Flag and a Prayer.  Board members present were Phillip Starr, Cynthia Harwood, Faye Folkema, Brenda Bird, and John VanderMeulen.  There were seven guests in attendance.

Minutes of Previous Meetings: There was a motion by VanderMeulen/Bird to approve the Minutes of April 7, 2009.  All Affirmed.

Public Hearing on Pilgrim’s Run:  Motion by VanderMeulen/Bird to close the regular meeting and open the public hearing.  All affirmed.  Mr. Lindberg gave a brief explanation of why Pilgrim’s Run would like to obtain a class C liquor license.  The floor was open to comments or questions.  Bob Hall received only one letter in the mail concerning the license.  John and Rose Patin were against granting the license.

            Joann VandenBerg questioned if people were bringing in beer and wondered if they would have more control of outside beverages coming in.

            Phil Starr questioned the hiring of minors.

            Brenda Bird stated that you can’t control people nor can you satisfy their needs.  She stated that they lost focus.

            Faye Folkema asked that with a license, would they have more control over who has had too much to drink and how they would train a person to

            deal with it.

            Ken Reed commented that Pilgrim’s Run has been a very positive influence to the community and he is in favor of the license.

            John VanderMeulen said that if you stand firm, the Lord will provide.

            Brenda Bird asked them to consider “sacrifice for the cause of Christ.”

            There was a motion by Phil Starr/Brenda Bird to close the public hearing and open the regular meeting.  Motion carried.  Starr moved to approve the Class C liquor license for Pilgrim’s Run, this was seconded by Harwood.  (Resolution 09-5)  Roll call vote:  Folkema, Harwood, & Starr voted yea.  Bird and VanderMeulen voted nay.  Resolution adopted.  There was a motion by Starr, seconded by Harwood to approve Resolution 09-6 variance adding to section 4. Conditions (d) “Pilgrim’s Run would segregate its golf receipts and food service receipts to properly account and track alcoholic beverage sales going forward.”  There was a roll call vote:  Folkema, VanderMeulen, Harwood and Starr voted yea and Bird abstained.  Resolution passed.

Treasurers Report:

Receipts #5056-5080 were used totaling $7,284.51.  There was a motion by Harwood/VanderMeulen to accept the treasurer’s report.  All affirmed.  The Road account has been moved to Choice One.

Building Inspector:   There were three building permits and two electrical permits. 

Zoning Administrator:   Hall completed his Zoning Administrator Certification Program.  He issued five permits.  He is working on a report by property number to keep track of zoning complaints/variances.

Planning Commission:  Work is continuing on the wind energy ordinance and intent to plan.  They are checking on getting a student intern to do some work this summer.

Forest Committee:  Nine people helped on their work day.  They clear-cut the parking, meeting area and pavilion area.  The next meeting date is May 21 at 7:30 PM.

Crime Watch:  The Newaygo County Emergency Response Team put on the program.  Our next meeting will be May 19 and the “Traffic Car” will be here.

Supervisor’s Report:  Starr attended the Road Commission meeting.  They are $200,000 over budget for the winter.  He attended an MTA Officials Meeting.

County Commissioner:  Mr. Scholtens stated that work on high-speed internet is progressing.

Public Comment:  9:40 to 9:44PM

New Business: 

1.    Park Attendant Bids:  There were three bids: 

               Jeanette VanderHaag              $910.00

               Kay Ransom                           $875.00

               Patricia Bergman                     $850.00

       There was a motion to approve Patricia Bergman’s bid for $850.00 by Harwood, seconded by Starr.  There were three ayes and two nays (Folkema and VanderMeulen.)  Motion carried.

2.    Park Enforcement Officer:  Interviews will be with Pat Hedlund and Michael Miller, David Rondeau, and Mitchell Rood.

3.    Zoning Administrator Job Description:  There was a motion by Starr/Bird to approve the job description for Zoning Administrator.  All ayes, motion carried.

 

Unfinished Business:   

1.    Road Projects:  Starr presented the Board with a recommendation to:

            Wedge & reseal Locust from 104th to 96th Street              $48,240

            Wedge 112th Street from Elm to Locust                             42,000

            Reseal 112th from Cypress to Elm                                     16,240

            Reseal Cottonwood from 120th to 112th Street                   16,240

            Reseal 136th Street from Butternut to Newcosta                 21,740

            Reseal 104th Street from Locust to Township line               16,240

Folkema moved to do these six projects and then check with Mr. Newton on two more projects (98th Street from Beech to Cottonwood, and Elm from 104th to 96th Street) for costs on reseal or reseal and wedge.  This is to be discussed and decided next month if we want to do these next two projects and we will also decide if we want to put additional gravel on roads.  This was supported by VanderMeulen.  All affirmed.  Motion carried.

2.    Crandall Cemetery Driveway:  Starr would like to discuss this on Memorial Day with the cemetery board.  He would like to get bids for the driveway upgrade and use perpetual care funds.  There was a motion by Folkema/Bird to discuss this next month.  All affirmed.

Bills:  There was a motion by Bird/VanderMeulen to pay the bills.  All ayes, motion carried.
