Ensley Township Board Meeting

Minutes of November 9, 2004

 
 

 

Supervisor Bergman called the regular meeting of the Ensley Township Board to order at 8:00 PM.  The meeting was opened with the Pledge of Allegiance to the Flag and Prayer.  Board members present were Richard Bergman, Cynthia Harwood, Faye Folkema, John Patin, and John VanderMeulen.  There were 22 guests present.

The minutes of October 5, 2004 were approved without objection.

Treasurers Report:

            General                       $216,724.43

            Checking                            3,393.29

            Roads                                 8,541.27

            CD#1 general                  30,000.00

            CD#2 roads                     80,000.00

            TOTAL                         $338,658.99

 

Receipts #3803-3819 were used totaling $3,603.97.

The Treasurers report was approved without objection.

Building Inspector:  There were seven building permits and ten electrical permits issued.

Zoning Administrator:  There were ten zoning compliances and two land splits. 

Planning Commission:  They discussed “Dangerous Building Ordinance.”

Election Report:  There were 1,234 voters out of the 1,738 registered at the election.

Police Report:  Stabile patrolled 55 hours last month.  There were 11 complaints, 1 arrest, 1 citation, 7 warnings, 7 property checks, 1 accident, and 1 paper service.

Public Comment:  8:15  None

Old Business:

1.      Lot Line – Church:  There was a motion by Bergman, supported by Folkema to exchange 23 feet east of the parsonage property line, for the property behind the township hall.  Roll call vote:  VanderMeulen, and Patin voted nay:  Folkema, Harwood and Bergman voted aye.  Motion passed.  A Public hearing will be held after the paperwork is drawn up.

2.      Snow Plow Bids:  There were four bids received:                                                          Frey’s Land care & Snowplowing                    $50.00 per push

Vander Galien Cement Contractor, Inc.                  70.00 per push

Cornell Farms                                                         55.00 per push

Frey & Son Landscaping & Snowplowing, Inc.       58.00 per push

There was a motion by Patin, supported by Folkema to award Frey’s Land care & Snowplowing the bid for $50.00, pending insurance coverage.  All ayes.  Motion carried.

3.      Ordinance-Special Use-Eckelstaffer:  There was a motion by Bergman to send back to planning commission.  Motion died.  The Master Plan committee will look at what the community wants when they do their questionnaire.

4.      Englewright Lake S.A.D.:  We have received nothing from the attorney yet.

New Business:

1.      Fire Barn Front Door Repair:  Environmental Door has looked at the door and will give an estimate.  They will put in a new door and frame and use the existing lock.

2.      Fire Barn Refrigerator:  There was a motion by Folkema, supported by Patin to let Bob Hawkins know that they may purchase a new refrigerator that meets their purposes.  All ayes.  Motion carried.

3.      Sign Replacement:  Five street signs need replacing.  Harwood made the motion to allow the Road Commission to replace the signs.  Folkema supported this.  All ayes.  Motion carried.

4.      Crandall Cemetery Tree Damage:  It was noted that no one should do work on township property without board approval.  The Board and Cemetery Committee should look at the trees in the cemetery to decide which trees or limbs need to be removed.

5.      Books:  There was a motion by Folkema supported by Harwood to purchase fifteen “Michigan Laws Related to Planning” and five “Authorities & Responsibilities” for the Board and Planning Commission.  Harwood will order these through the M.T.A.

6.      Agenda:  VanderMeulen would like to have agenda items turned in ten days before the meeting. 

7.      Land Division:  Assessor and Zoning Administrator approves land division  per the Land Division Act. 

Bills:  Checks #9467 – 9503 were used totaling $28,421.69.  General Operating Fund was $26,287.69 and the Building Inspection Fund was $2,134.29.  There was a motion by Folkema, supported by Patin to pay the bills.  All ayes.  Motion carried.

Correspondence:  There was a motion by Harwood, supported by Folkema to have a public hearing next month to discuss Charter Communications franchise agreement.  All ayes.  Motion carried.

Public Comment:  9:45 – 9:55 PM.  There was a suggestion to put the agenda on the web site.  Dan Powell introduced himself as our new County Commissioner.  The Fire Department received a generator so they would like to have a cement pad and roof to cover the generator.

Motion to adjourn at     9:55 PM by Patin, supported by Folkema.
