The
regular meeting of the Ensley Township Board was called
to order by Supervisor Bergman at 8:05 PM. The meeting
was opened with the Pledge of Allegiance to the flag and
a prayer. Board members present were Richard Bergman,
Cynthia Harwood, Faye Folkema, Steve Knox, and John
VanderMeulen. There were 19 guests.
Minutes of the Previous Meeting:
The minutes of October 4, 2005 were approved without
objection.
Treasurer’s Report:
General $223,844.15
Checking 4,833.21
Roads 126,170.87
CD#1 General 30,000.00
Total $384,848.23
Receipts #4068 – 4085 were used totaling $5,178.65. The
treasurer’s report was approved without objection.
Police Report:
There were 4 complaints, 7 warnings, 7 traffic stops,
and 4 property checks for the month of October.
Building Inspector:
There were 6 building permits and 2 electrical permits.
A new modular and garage on Warren’s Way does not have a
12-inch overhang.
Zoning Administrator:
There were 7 zoning compliances and 2 land splits.
Master Plan Committee:
VanderMeulen brought the survey for the board to
review. Bergman thanked the committee for their work on
completing the survey. There was a motion by Bergman,
supported by Knox that the Master Plan Committee ceases
to exist after the November 8 meeting. There was a roll
call vote: VanderMeulen-Nay, Knox-Yea, Folkema-Nay,
Harwood-Yea, and Bergman-Yea. Motion passed. Rod
Denning of Annis Water Resources Institute of Grand
Valley State University will be at the Fire Barn for a
presentation and the Planning Commission is welcome to
come to on their own. Anyone else is also welcome to
attend.
Planning Commission:
The township attorney and Roosien were at the October
meeting. There is to be a public informational meeting
for the site condo development on November 28.
Park Committee:
Two drums and lids were taken from the park. They will
be replaced this fall. James Dunn is replacing Bill
Gould. There was a lot on graffiti on the tables. They
will be painted brown in the spring.
County Commissioner Report:
Mr. Powell was not in attendance. Holly Moon reported
to Bergman that the county is not doing a dog clinic
this year. Powell will check into this.
Public Comment:
Verduin requested a list of park committee members for
the web site.
Unfinished Business:
1.
Snow Removal Bids:
There was one bid received. It was from Cornell Farms
for $55.00 per push. Insurance information was not
provided. There was a motion from Bergman, supported by
Folkema that insurance information needs to be provided
and request plowing for 3 to 4 inches instead of 2 to 4
inches, and he needs to shovel the walks. If the cost
is considerable more, let him do it if it snows before
our next meeting. All ayes. Motion carried.
2.
Civil Infractions – Approved by County:
The Newaygo County Planning Commission passed civil
infraction for our zoning. There was a motion by
Harwood, supported by Folkema to send it to the Ensley
Planning Commission for review. All ayes. Motion
carried.
New
Business:
1.
Commission Appointments:
Bergman would like one more month to review the letters
of interest.
2.
HAVA Grant:
The
Township received a grant to purchase handicapped
election materials. There was a motion by Folkema,
supported by Knox to have Harwood order the voting
equipment. All ayes. Motion carried.
Bills:
Checks #9880-9916 were used totaling $43,692.92. There
was $33,037.13 (including $1,917.43 from escrow),
$9,228.29 from the Road Fund, and $1,427.50 from the
Building Inspection Fund. There was a motion by Folkema,
supported by Knox to pay the bills. All ayes. Motion
carried.
Correspondence:
The Road Commission invited the Board to the yearly
meeting to be held on December 7 at 2:40 PM. Brad
Woodard received his license from the State of
Michigan. Evens would like to help us put a list of
credentials together for a new assessor (level 1.)
