Ensley Township Board Meeting

Minutes of October 5, 2004

 
 

 

The regular meeting of the Ensley Township Board was called to order at 8:00 P.M. by Supervisor Bergman.  The meeting was opened with the Pledge of Allegiance to the Flag and a prayer.  Board members present were Richard Bergman, Cynthia Harwood, Faye Folkema, John Patin and John VanderMeulen.  There were 27 guests. 

The minutes from the Regular Meeting of September 7, 2004 were also approved without objection.

Treasurer’s Report:

            General            $226,562.62

            Checking                3,388.51

            Roads                  88,514.75

            CD #1 general     30,000.00

            CD #2 Roads       80,000.00   

            Total                $348,465.88

Receipts #3773-3807 were used totaling $34,809.24.

The treasurer’s report was approved without objection. 

The General Fund CD is up for renewal.  Folkema had a list of current interest rates.  There was a motion by Harwood, supported by VanderMeulen to approve a 23-month CD with an interest rate of 3%.  All ayes.  Motion carried.

The Road Fund CD was renewed for a one month CD.  This was done, as interest rates seem to be going up.

There was a motion by Folkema, supported by Patin for treasurer to put plat book order forms with the property receipts.  All ayes.  Motion carried.

Police Report:  Officer Stabile had 13 complaints, 1 arrest, 2 citations, 3 warnings, 5 property checks, 1 paper service and was assisted 1 time by other patrols.  He reported that much marijuana has been found in the area, someone used a sling shot at several buildings, and several other complaints.

Building Inspector Report:  There were five building permits and three electrical permits. 

Zoning Administrator Report:  There were nine zoning compliances and three land divisions for the month.  He has two court dates coming up about Welch and Gillespie.

Planning Commission Report: There was a public hearing on Eckelstafer’s adult foster care.  Evans reported that under special uses in our zoning, that it is not listed in A-R district.  The zoning ordinance would need to be amended or they get denied completely.  Our attorney recommends tabling the discussion.  There was a motion by Patin, supported by Folkema to accept the planning commissions recommendation.  No action taken.  There was a motion to table the planning commission’s decision until we have our attorney’s recommendation.  Folkema, Bergman and Harwood voted aye.  Patin voted nay and VanderMeulen abstained.  Motion to table passed.

The Planning Commission is still working on the Dangerous Building Ordinance.

Public Comment – None 8:30 PM

New Business:

1.      Lot Line – Church:  Ensley Baptist Church wrote a letter requesting 30 feet east of the parsonage lot line in exchange for a piece behind the hall and fire barn.  There was a motion by Folkema, supported by VanderMeulen to look at a drawing with the dry well on it.  All ayes.  Motion carried.

2.      Plaster Repair:  There were two estimates received.  Durst Drywall Inc. bid $250.00 and Charlie Schaub’s Drywall bid $490.00.  Motion by Patin, supported by Folkema to accept Durst Drywall’s bid.  All ayes.  Motion carried.

3.      Dangerous Building Ordinance:  Discussed at Planning Commission Report.

4.      Trees:  The trees have already been trimmed.  Mahlon Ellick took the limbs off.

5.      Roof Coating:  Board members need to look at the roof to see if it needs a new coating.

6.      Charter Communications:  Resolution #2004-3 was adopted at our July 7, 2004 meeting.

Old Business:

1.      County Bonding Proposal:  Dallas Dean presented reasons to vote for County Proposal –Bonding Proposition.

2.      Englewright Lake Special Assessment District:  Mike Ronan petitioned the township to have East and West Englewright Streets paved through a special assessment district.  This will be passed on to the attorney to look at.

3.      Appointment of Election Workers:  Harwood presented a list of workers for the November election:  Pat Patin, JoAnne VandenBerg, Yvonne Jordan, Kimmi Hackbardt, Gerry Pratt, Bob Snow, Regina Hanninen, Helen Graham, and Mary Hyrns.  There are equal Democrats and Republicans with one Independent.  Motion by Bergman to accept the workers, supported by Folkema.  All ayes.  Motion carried.

4.      Election Tables:  There was a motion by Patin, supported by Folkema to purchase three tables (30” X 96” for $69.86 each) and one smaller table (2’ X 4’ for $34.88.)  This totals $244.46 from Sam’s Club to be used at the election.  All ayes.  Motion carried.

5.      Snow Plow Bids:  Motion by Patin, supported by Folkema to put plowing out for bids.  All ayes.  Motion carried.

Bills:  Checks # 9442-9466 were used totaling $13,410.86.  There was $11,241.87 from the general fund and $2,168.99 from the building inspection fund.  There was a motion by Patin, supported by Folkema to pay the bills.

Correspondence:  It is available to be looked at.

Public Comment:  The unofficial minutes have been noticed and favorable commented on, on our web site.  The Englewright Lake residents requested the County take care on 66’ right of way with more gravel.  They need to discuss this with the County.

Motion to adjourn at 9:30 PM by Patin, supported by VanderMeulen.
