The regular
meeting of the Ensley Township Board was called to order
by Supervisor Bergman at 8:00 PM. The meeting was
opened with the Pledge of Allegiance to the flag and a
prayer. Board members present were Richard Bergman,
Cynthia Harwood, Faye Folkema, Steve Knox, and John
VanderMeulen. There were 15 guests.
Minutes of the Previous Meeting:
The minutes of September 6 were approved without
objection. The minutes of the special meeting of
September 8 were approved without objection
Treasurer’s Report:
General $244,947.15

Receipts
#4032-4067 were used totaling $42,648.75. The
treasurer’s report was approved without objection.
There was a motion by Folkema, supported by Harwood to
let CD#2 mature to pay for roads. All ayes. Motion
carried.
Police Report:
There were 7 complaints, 2 warnings, and 9 property
checks. He had 8 hours ERT training, 8 hours of
Survival Spanish, 6 hours with the tractor caravan, 12
hours sick time, and 8 hours of crime scene shooting.
Building Inspector:
There were 9 building permits and 4 electrical permits.
Zoning Administrator:
There were 7 zoning compliances and 2 land splits.
Evens submitted his resignation as of November 1, 2005
for zoning administrator. He reported the ES&G
reclamation is coming along well. Evens also explained
that the magistrate told him to proceed with our
attorney and civil infractions. He red tagged
construction on the corner of 104th &
Newcosta as they had no building permit. People at
Baptist Lake were putting in a sea wall without D.E.Q.
permits.
There was a motion by Knox, supported by
Folkema to accept the resignation. All ayes. Motion
carried. Evens will be retiring as assessor on July 1,
2006. He is requesting new maps in ¼ section sheets.
There was a motion by Folkema, supported by Knox to go
to new ¼ section maps and allow him to purchase them for
the new assessor. All ayes. Motion carried.
Master Plan Committee:
The survey is pretty much finished. They will go over
it at their next meeting to check for errors.
Planning Commission:
They held a public hearing on civil infractions. The
vote was 2 to 2. It will now go to the County Planning
Commission. There was a motion by Bergman, supported by
Folkema to bring in the professional planner and county
planner to speak at a special meeting whenever they wish
to set it up. All ayes. Motion carried
County Commissioner:
Dan Powell reported what the county had been doing and
asked that if anyone would like to serve on one of the
county boards there are several openings currently, and
in the near future.

License Renewal:
The state will allow the letter we sent to them. Mr.
Woodard will give us a copy of their approval, so we
have closure.

License Renewal:
The
state will allow the letter we sent to them. Mr. Cook
will give us a copy of their approval, so we have
closure.
3.
Englewright Lake SAD:
Mr. Scheidel reported to Mr. Bergman that out of 65
residents, only 12 responded. The SAD is a dead issue.
Harwood will check with the insurance company to see if
we can recoup some of the money we spent on this project
from them.
4.
Eckelstaffer Invite:
Bergman made the motion for the board to go see the
facility three times with no support. The motion died.
New
Business:
1.
Winter Snow Removal:
There was a motion by Folkema to advertise the same as
last year and that they must be present at the time of
bid opening. Harwood supported this. All ayes. Motion
carried.
2.
Demolition Fees:
There was a motion by Bergman, supported by Harwood to
add a $500.00 escrow for demolition. All ayes. Motion
carried. There was a motion by Harwood, supported by
Folkema to raise the fee for cremains from $75.00 to
$90.00. All ayes. Motion carried.
3.
Zoning Administrator:
Doug
Verduin will take over as zoning administrator for a
90-day probationary period. The office will be at the
hall and the hours will be the same. There was a motion
by Harwood, supported by VanderMeulen for the zoning
administrator to be Verduin. All ayes. Motion carried.
Bills:
Checks #9849-9879 were used totaling $47,196.69. There
was $24,994.05 from the General Operating Fund
(including $1,783.09 escrow), $19,712.56 from the Road
Fund, and $2,490.08 from the Building Inspection Fund.
There was a motion by VanderMeulen, supported by Knox to
pay the bills. All ayes. Motion carried.
Correspondence:
MTA sent a flier about processing land division and
combination requests. There was a motion by Harwood,
supported by Folkema to send Verduin for education and
pay for registration and mileage. All ayes. Motion
carried.
Public Comment:
There was a motion by Folkema, supported by Knox to
advertise for the Planning Commission and Zoning Board
of Appeals positions in the River Valley Shopper like
last year. All ayes. Motion carried.
