The regular meeting of the Ensley Township Board was called to order at 8:00 PM by Supervisor Knox.  The meeting was opened with the Pledge of Allegiance to the Flag and a Prayer.  Board members present were Steve Knox, Cynthia Harwood, Faye Folkema, Joann VandenBerg, and John VanderMeulen.  There were nineteen guests in attendance.

Minutes of Previous Meeting:  The Minutes of September 2, 2008 were approved without objection.   

Treasurers Report: 

            General                         $256,314.94

CD #1 General                  30,000.00

            Checking                            1,598.29

            Roads                              64,191.41

            Total                            $386,314.94

Receipts #4883-4912 were used totaling $29,904.91.  Harwood/VanderMeulen made the motion to accept the treasurer’s report.  All affirmed.  Motion carried.  Folkema would like to attend a seminar near White Cloud.  There was a motion by VanderMeulen/VandenBerg to reimburse mileage.  All affirmed.

Building Inspector:   There were three building permits and there were one electrical permit.

Zoning Administrator:   Hall had five zoning compliances.  There was a motion by Folkema/Harwood to pay $125.00 (approximately) to Big Prairie Township for the MTA Conference upon submission to the clerk.  All affirmed.

Planning Commission Report:  Work continues on the Master Plan and alternative energy.  The Master Plan will be presented to the Board before it goes to LSL for review. 

Road Report:  The 128^th Street overlay still needs to be done.   Dogwood north of 104^th, Locust south of 120^th and Hemlock by 128^th Street had limbs and brush overhanging the road that the inmates trimmed.

Public Comment:  8:19 to 8:20 PM.

New Business: 

1.      Snow Plow Bids:    One bid was received.  It was from Frey’s Landcare and Snowplowing.  There was a motion by Harwood/Folkema to accept the bid at $68.00 per push.  All affirmed.

2.      Mowing Contract:    There was a motion by VanderMeulen/Harwood to advertise the mowing in November.  All affirmed.

3.      Commission Appointments:    There are commission appointments that will expire this December.  They are:  the Board of Review, two Planning Commission members, the Construction Board of Review, one Park Advisory Board member, and one position on the Zoning Board of Appeals.  There was a motion by Folkema/Harwood to publish a notice containing which commissions and how many positions are available in the River Valley and to send a letter to the members whose appointments are expiring and ask them if they would like to re-apply.  All ayes, motion carried.

Unfinished Business:

None   

Bills:  Checks #11056-11082 were used totaling $22,336.58.  The General Fund was $20,886.00, the Road Fund was $780.00 and the Building Inspection Fund was $670.58.  There was a motion by VanderMeulen/Knox to pay the bills.  All ayes.  Motion carried.
